In a landmark development aimed at enhancing international trade relations, the Nigeria Customs Service (NCS) has entered into a Customs Mutual Administrative Agreement (CMAA) with India. The agreement, signed on 16 November 2023 at the Ministry of Foreign Affairs in Abuja, marks a pivotal moment in the longstanding negotiations between both countries, which began in 2016.
The Comptroller-General of Customs (CGC), Adewale Adeniyi, represented Nigeria during the signing ceremony. The agreement coincided with the state visit of the Indian Prime Minister to Nigeria on 17 November 2024, further underscoring the importance of the collaboration.
Speaking on the significance of the CMAA, CGC Adeniyi described it as a major step toward fostering seamless trade and curbing customs-related offenses. He stated:
“The agreement is expected to enhance collaboration between customs administrations, streamline border clearance processes, and curb customs-related offenses. By facilitating the swift clearance of goods and reducing trade costs, the CMAA is set to bolster cross-border trade development and improve the enforcement of customs laws.”
Key Provisions of the Agreement
The CMAA outlines a comprehensive framework to enhance customs cooperation between Nigeria and India, focusing on:
1. Enforcement of Customs Laws: Ensuring the accurate imposition of duties and taxes while maintaining transparency in operations.
2. Verification Processes: Facilitating the proper classification, valuation, and determination of goods’ origin.
