In a decisive move to bolster public safety and environmental well-being, the Lagos State Government has mandated that all construction activities within the state be confined to the hours of 7:00 a.m. to 6:00 p.m., Monday through Saturday. This directive, announced on May 15, 2025, by Dr. Oluyinka Olumide, the Commissioner for Physical Planning and Urban Development, aims to mitigate risks associated with nighttime construction, including building collapses and noise pollution.
Rationale Behind the Restriction
The decision stems from a series of concerns:
-
Safety Hazards: Nighttime construction has been linked to increased incidents of building collapses, often due to inadequate supervision and poor visibility.
-
Environmental and Noise Pollution: Continuous construction activities disrupt the peace of residential areas, affecting the quality of life for residents.
-
Worker Welfare: Limiting work hours ensures that construction workers are not overburdened, reducing the risk of accidents caused by fatigue.
To ensure adherence to the new regulations, the government has empowered relevant agencies to monitor construction sites actively. Dr. Olumide emphasized that any requests for exemptions must be formally submitted and will be evaluated on a case-by-case basis.
Residents are encouraged to report any violations of the stipulated construction hours. This community involvement is crucial for the successful implementation of the policy and for maintaining the safety and tranquility of neighborhoods.
This initiative follows previous measures taken by the Lagos State Government to enhance construction safety. Notably, in July 2024, the Lagos State Building Control Agency (LASBCA) prohibited workers from sleeping overnight at construction sites after a tragic building collapse in Maryland resulted in multiple fatalities.
The construction community has expressed mixed reactions. Some workers acknowledge potential project delays but agree that safety should take precedence. Residents, on the other hand, have largely welcomed the move, anticipating a reduction in nighttime disturbances and enhanced structural safety.
The Lagos State Government’s enforcement of daytime-only construction activities represents a significant step toward safeguarding lives, promoting environmental health, and ensuring the well-being of its residents. As the state continues to develop, such policies are essential for sustainable and safe urban growth.
