In a significant crackdown on corruption, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) has apprehended Vice Admiral Usman Jibrin (retired), the former Chief of Naval Staff, in connection with an alleged diversion of over ₦3 billion in public funds. This arrest underscores the Nigerian government’s intensified efforts to combat financial misconduct within its institutions.
Investigations by the ICPC revealed that Vice Admiral Jibrin, who served as the 21st Chief of Naval Staff from 2014 to 2015, allegedly orchestrated the fraudulent scheme through a network of 92 fictitious companies. These entities, none of which were registered with the Corporate Affairs Commission (CAC), were purportedly utilized to siphon public funds. The scheme reportedly involved the collaboration of Adam Yusuf, a Deputy Commandant of the Nigerian Security and Civil Defence Corps (NSCDC) in Kogi State, and retired Brigadier-General Ishaya Bauka Gangum.
The diverted funds were traced to several entities, including Lahab Integrated and Gate Coast Properties, among others. These funds facilitated the acquisition of over 18 properties, encompassing luxury assets such as filling stations. To date, four of these properties have been forfeited to the federal government, while legal proceedings are ongoing to recover the remaining assets.
Adam Yusuf, who had been evading arrest, was apprehended at his residence in Gwagwalada, Abuja. He is now set to face prosecution alongside Vice Admiral Jibrin. The ICPC is intensifying efforts to apprehend other suspects implicated in this case.
